Does Richmond require a permit to replace a gas boiler?
Yes. Richmond issues gas permits locally. The city's building approvals FAQ lists Gas Permit among the permits it issues, and states that permits are required to do trades work such as the modification or installation of plumbing, gas, propane, oil burner and electrical systems. For a boiler replacement, the gas side of the work is what brings the permit into play.

Who pulls the permit
A licensed gas contractor applies for the Richmond gas permit as part of the replacement. Technical Safety BC's homeowner gas permit route is available to qualifying single-family owners, but owners of strata and non-strata duplex dwellings, and people operating a business from home, must use a licensed contractor. Richmond schedules inspections through its online inspection system. The city's FAQ says each inspection is scheduled for the next business day if it is requested before 8:00 p.m., that inspection results are viewable online, and that the cut-off to cancel an inspection is 7:00 a.m. The gas notification form (PC-15) documents completion, installation or alteration, and the piping test certificate documents the pressure test on single-family work.
The inspection itself checks the installed gas work against the code, including piping and connections, the appliance installation and its venting. The passed record belongs with the appliance documents. For permits that fall to Technical Safety BC rather than the city, the same logic applies with the provincial timeline: the gas fitter notifies completion and at least one inspection is requested within 180 days of permit issuance.
