What actually separates them

LP-648 Table 8 prints 14,000-140,000 BTU/hr CH and DHW for the 140 and 19,900-140,000 CH (as shipped) with 19,900-199,000 DHW for the 199; the 199's CH maximum can be raised to 199,000 with a larger external pump.

DHW flows are 7.1/5.5/3.2 GPM on the 140W and 9.9/7.7/4.8 GPM on the 199W at 35/45/77°F rises, with weights of 110 vs 120 lb and cabinets of 17.5 x 34 x 15.4 in vs 19.7 x 37 x 16.8 in.
