Both are heating-only VX boilers on the V-10 controller at 95% AFUE. The 199 reaches 183.7 MBH CSA output against the 150's 138.5 MBH, which is what qualifies it for large homes and small multi-suite plants.
The 199's 30.6 MBH minimum input is the highest in the VX line and its vent limit is the shortest: 100 equivalent feet of 3" per side, with no 2" option at all. A basement mechanical room far from an exterior wall can rule out the 199 for that reason alone.
The 199 is also the only VX model rated 30 psig rather than 50 psig. Despite its higher output it weighs only 88 lb — 10 lb more than the 150 — because it is the same compact chassis.

When the calculated heat loss and hot-water recovery exceed the 150's output, and the vent route fits within 100 feet. Below that load, the 150's lower minimum fire and longer vent reach are real advantages.
