Both models belong to the FTHW heating-only family of the FT wall series — same NGTB-900CP control, same two-digit Soft Lock/Hard Lock code tables in Document 1483C, same natural-gas factory configuration with propane field-convertible, and neither produces domestic hot water internally.
The FTHW199's reason to exist is headroom: its 199,000 BTU/h cover rating is the ceiling of the heating-only wall line, where the FTHW140 stops at 140,000 BTU/h. In a large home or a plant with radiators plus add-on loads, the 199 is the size a heat-loss calculation lands on when the design-day load approaches or exceeds the 140 step.
Because both boilers are documented identically apart from the size column, no installation behaviour favours the 199 below its extra ceiling — the decision is entirely about whether the calculated load needs the top step. Above the 199 MBH ceiling, larger FT models move to the FT wall 301/399 documentation.

For many, yes — its ceiling only earns its place when the heat-loss calculation approaches 199 MBH on a design day. Below that, the FTHW140 behaves identically at a lower size step.
