Water high temperature. The water in the boiler has overheated (red light, LOCKOUT flashing; pump runs to cool the boiler). Check circulator pump operation and that water is moving through the system with all correct ball/zone valves open or closed as intended. If the water is not excessively hot, check the ECO sensor wiring and replace the ECO sensor if the wiring is intact and the code persists. The table classifies it as Lockout (Manual Reset).
